Risks/Issues can be made Confidential, meaning that only the Risk/Issue/Action Step Owners, Risk Managers, Admin Users and the specific Project Manager will be able to see or edit them. You can create draft Confidential Risks/Issues within your Project and Department Write Assignments, but only someone with these roles will then be able to see and edit them, and only a Risk Manager or Admin User will be able to move them from Draft status to Open.

Confidential Risks/Issues, if you can see them, are indicated by a padlock icon after their name in both Risk/Issue lists and on any Risk/Issue Details page.
